I've had success in programming proms for pacman, all the way down to 2716's up to 8 meg chips.

I use a Xeltek, Superpro. Bought it from www.xeltek.com

Been awhile, but I believe it was around 240 for a reconditioned unit. Works flawlessly, though I wish the software wasn't solely DOS.
