check the voltage regulators on the gameboard,
no - on second thoughts because of the age of the pcb replace the voltage regulators (7815 & 7915) and the zener diodes and the small electrolytic caps.
then you have nothing left to blame!
oops, almost forgot:
atari never did use decent edge-connectors, so check them!
