I had a very similar problem last week. The tone sequence indicated a bad
vector RAM chip, but replacing it didn't change anything. The problem
turned out to be a bad 74LS245 in the lower right-hand corner of the board.
It's the vector data bus buffer chip that isolates it from the CPU data bus.
