Easy enough, Western Design Center (supposedly the chief engineer there was a
designer of the original 6502?) has not only 1 and 2 MHz versions, but also a 14
MHz (!) version that can be run anywhere between DC and 14 MHz. Their website is
at http://www.westerndesigncenter.com/chips.html

They even offer them in core forms to put in a gate array. Price on that probably
wouldn't be practical for your purposes, though.
