Pole Position Manual TM-218

Does anyone know where I can find this manual on-line (pdf) I've looked through spies, RGVAC archive, and as many other places that I could find that have manuals with no luck. All I really need to know is the location of ROM 18 which is where my board is hanging up. My chart only shows ROMs 0 - 9. Thanks for any help you can give.
