Black Widow Sound Prob

I have a BW board that isn't producing any sounds out of the pokey at C/D3.
The sounds from the pokey at B3 are ok.

The problem is not the pokey. I've swapped it with a good one and the
problem persists. The problem is not with the LM324 as no signal is getting
out of C/D3. I/O0 and I/O1 look ok.

Any ideas? Thanks!
